You should be able to send and receive PM now. You normally can't PM until you've made 5 posts, although that might not be the issue here.
PMs stay in the 'outbox' until they're read by the recipient, at which time they move to 'sent'
Leggy is correct. Messages stay in the outbox until read. They're delivered automatically and once read by the recipient they move from the outbox.
