The numbers in the 25 to 30% range are based on court cases in which paternity was denied and DNA testing was used to determine parentage - not a representative number.
The smaller number also doesn't account for the situations in which the child seeks testing unaware of actual parentage. This happens when (I personally know of two cases:) one in which the husband-wife developed a relationship after she was already pregnant and all were aware prior to marriage that he was not the father but never reveled that to the child; the second instance was when donor sperm was used due to the father's sterility.
In both cases the child discovered accidently through DNA testing through one of the services online.
