Are you sure you measured that girth correctly? Damn.. most cocks that length must be at least a bit over 4 inches. That is one very skinny cock!

But if you have ED, you cannot use a sleeve because you must be hard for it to stay on.

It was difficult staying hard while fumbling the measuring tape. But for my cut dick, I got a 6" circumference for sure and maybe more on the shaft, and 6" on the head. My length is a straght 7". So it looks proportioal.
