I would look at it this way. Can you take the head of your flaccid penis with your thumb and first finger and "push it in" toward your body? Does it shrink more than the normal 5" soft length? You should be able to push it in about 2 more inches, I would think. That would mean you could get a cage that is 3 inches long. Your penis would also be quite "fat" at this point, so you'll need a cage that can accommodate your cock. I have a solid ring about 40mm diameter. It is almost 'escape proof', but not quite, however it is the smallest solid ring that works because my balls simply won't fit through anything smaller. A multi-part or hinged ring would solve the problem, but I haven't gone there yet.

My experience is if it’s too easy to get the balls in one at a time they will slip out. If it’s a ring that you won’t slip out of it won’t be easy to get on.
